Texas is the confirmed first hub. Virginia, Ohio, and Hermiston activate as deployment volume, staffing, and ASP coverage are confirmed — the forecast (~1,225 units / 24 site codes in 2027) is a sizing input, not a purchase order. SEP is unassigned pending HQ.

Editable in the Tool Master dialog. Texas defaults to the workbook's source quantity; every other region defaults to 0 pending confirmation.
